지난 9월20일, 제71차 유엔총회 정상회의에서 오바마 대통령은 우리 시대의 큰 시련을 극복하기 위한 지도자들의 노력을 배가할 것을 촉구했습니다. 바로 그 전날, 유엔총회에서 난민과 이주자에 관한 뉴욕 선언이 합의되었습니다. 이 선언은 세계적인 차원에서 난민들에게 원조를 제공하고자하는 지속가능하고 좀 더 포괄적인 의지를 담고 있습니다.

오바마 대통령의 정상회의 참석이후, 윤병세 외교부 장관께서도 한국정부가 향후 3년동안 난민에 대한 다자적 인도주의 지원에 2억3천만달러를 제공할 것이라고 기자회견을 통해 발표했습니다.

한국정부가 난민 원조를 위해 노력한 것은 이번이 처음이 아닙니다. 2012년 난민법의 일환으로 새로운 난민 정착 프로그램하에 한국에는 이미 난민들이 도착했습니다. 또한 향후에도 추가적으로 난민들을 받아들일 예정입니다. 지난 몇 년동안 시리아와 이라크 난민 가족들을 지원하기 위해 5000만 달러 이상을 제공했습니다. 위기를 극복하는데 민간부문이 기여할 것을 요청하면서 6월의 “행동의 촉구” 후속조치로서 오바마 대통령은 미국의 재계 지도자들과도 만났습니다. 그 결과 미국 전역의 51개 기업이 원조와 지원에 6억5천만 달러 이상을 제공하기로 약속했습니다. 집을 잃고 국경을 넘는 사람들의 숫자가 2100만명 이상인 현재, 유엔난민기구와 더불어 미국과 한국은 함께 매우 중요한 일을 할 수 있고 글로벌 위기에 직면해 행동을 취할 수 있습니다. 국제사회와 함께 우리는 이들에게 번창하고 사회에 기여하기 위한 안전, 자원, 기회를 제공할 수 있습니다.
All across the world, millions of people have fled from their homes in search of safety. These refugees face incredible levels of hardship and loss. As members of the international community, we should continue to improve our efforts in providing humanitarian aid to these people who face such uncertain futures.

On September 20, at the 71st session of the UN General Assembly Leaders Summit, President Obama addressed the gathered leaders by urging them to increase their efforts in facing this great test of our time. Just a day earlier the UN General Assembly reached an agreement on the New York Declaration for Refugees and Migrants. This declaration outlines a sustainable and more comprehensive commitment to provide assistance to refugees on a global scale.

Following President Obama’s Leadership Summit, the Minister of Foreign Affairs Yun Byung-se announced in a press conference that the Korean government would be providing USD 230 million in multilateral humanitarian aid for refugees over the next three years.

This isn’t the first time the Korean government has focused its efforts to aid refugees. South Korea has already seen the arrival of the first refugees under the new refugee resettlement program as part of the 2012 Refugee Act, and plans to continue to accept additional refugees in the future. Over the past few years, they have provided over USD 50 million to assist refugee families from Syria and Iraq. President Obama also met with U.S. business leaders in response to his June Call to Action asking the private sector to contribute in assisting with this crisis. The result of this Call to Action is 51 different companies from across the nation that have committed to providing more than USD 650 million in aid and support. With over 21 million people displaced from their homes and crossing international borders, I know that the United States and Korea, along with the UN Refugee Agency (UNHCR), can continue to partner together in this incredibly important work and take action in the face of this global crisis. Together with the global community, we can provide these people with the safety, resources and opportunities to thrive and contribute to society.

The 2016 Seoul International Drama Awards were held on
September 8 to celebrate excellence in television drama production. This year marked the 11th anniversary
of the awards, and there were 265 entries from over 51 different countries that
were carefully reviewed and selected by a distinguished panel of judges. I was invited to present the awards for
“Excellent Korean Drama” and “Outstanding Korean Drama” The first award went to “Descendants of the
Sun (태양의후예)” and the second award went to “The
Flower in Prison (옥중화).”

My award presentation partner was the talented and well-known
Japanese actress Fujii Mina who was born in the United States and speaks
excellent Korean. Although we did not
have a chance to rehearse together, it was really interesting to get a glimpse
“behind-the-scenes” and see how the program was put together. I had a lot of fun meeting and being seated
next to the superstar actor and star of “Descendants of the Sun,” Song Joong-ki
– it was fantastic to spend part of the evening with him. The whole crowd cheered every time the camera
was on him. It was great to meet the
various people from the industry who work so hard to produce great television
dramas for millions of viewers all over the world.

It was also nice to see my good friend Cho Yoon-sun, Minister
of Culture, Sports and Tourism, who also presented an award and gave a speech
at the reception after the award ceremony.

It was amazing to experience the international nature of the
award ceremony. There were people there
from all over the world representing dozens of different countries and their
television work. It was a good reminder
of how Korean film and television is really a special part of the international
community.
It was also great to see U.S. programs represented at the
awards ceremony. Two U.S. programs won
awards for the Mini-Series Silver Bird Prize (“Mr. Robot”) and the Comedy
Golden Bird Prize (“Baskets”) in the Foreign Drama Category. In fact, Michelle Outlaw, a former U.S.
Embassy Seoul public affairs official who is now serving in Oman, returned to
accept the Best Comedy award on behalf of “Baskets.” She studied Korean in college and gave an
impassioned acceptance speech in Korean.
It was wonderful to see her once again representing America here in
Korea and accepting an award on behalf of our country’s cultural and artistic
leaders.

Many people asked me to name my favorite Korean drama at the
award ceremony. It was a difficult
question to answer because there are so many good ones. However, if I had to choose just two, they
would be “Descendants of the Sun” and “Dae Jang Geum”--one old, one new, and
both of them very different from one another. I am thankful for the opportunity to have
presented two awards, and I want to congratulate all of the winners and
nominees once more for all of their hard work and success.
I recently had
the opportunity to visit the Ajou University Trauma Center in Suwon to observe
the Ulchi Dragon Lift Exercise. This was
part of the annual U.S.-ROK joint military exercises known as Ulchi Freedom
Guardian, designed to rehearse the cooperation of U.S. and South Korean defense
forces and to maintain combined force readiness.

After arriving,
I was able to speak with the hospital staff and learn about the specifics of
the exercise and the Ajou University Trauma Center’s role in it. It was really great to get a tour of their state-of-the-art
facilities and to see them in use to care for U.S. service members who were brought
in for treatment during this mock exercise. Soldiers arrived by train and by helicopter,
and I was able to meet many of them. Some
were even going to be staying there overnight.

I received an
informative briefing from Trauma Center Chief Lee Cook-Jong. In 2011, Dr. Lee was head of the team that
saved the life of South Korean freighter captain Seok Hae-kyun, who was shot after
his boat was seized by Somali pirates.

While speaking
with the Ajou University Hospital president, Mr. Yoo Hee-suk, I was informed that
the hospital’s Trauma Center was modeled after U.S. Navy hospitals in San Diego
and elsewhere. All of the hospital staff
were very knowledgeable and experienced, with many coming from both military
and civilian backgrounds. I was really
impressed by the outstanding level of cooperation between our two countries at
the hospital, and I am really proud of everyone who participated in this important
exercise.
