지난 9월 11일 저는 주한 미 합동군사업무단(JUSMAG-K) 창설 65년을 축하하는 행사를 주최했습니다. JUSMAG-K는 주한미국대사관의 기관이며 지속적인 한미 안보동맹에 크게 기여하고 있습니다. 현재 JUSMAG-K의 역할에 대해 잘 알고 있지만, 양국관계 속에서 이 기관의 오래된 역사에 대해 배우며 깊은 인상을 받았습니다. JUSMAG-K는 그 어느 미군 조직보다 한국에 오래 있었고, 역사가 긴 양국 동맹관계의 중심에 놓여 있습니다.

 오늘날의 JUSMAG-K는 1948년 창군된 대한민국군의 조직, 자문, 훈련, 정비에 기여했던 미군 자문관들의 직접적인 후신(後身)입니다. 그 당시에는 주한 미 군사고문단(KMAG)으로 알려져 있었습니다. 1953년 휴전협정이 서명된 후에도, KMAG 및 여타 자문단들은 한국군의 재건이라는 강력하고 중요한 임무를 계속해서 수행했습니다. 1971년 KMAG, 공군고문단, 해군고문단이 통합되면서 JUSMAG-K가 탄생했습니다.

 하지만 양국 군사관계의 역사는 이보다 전부터 시작되었습니다! 1888년 한국에 처음 배치되었던 군사고문은 윌리엄 다이 장군이었습니다. 남북전쟁 참전용사이자 전직 워싱턴 DC 경찰청장이었던 다이 장군은 고종의 초청에 따라 현역 군인 세 명과 함께 서울에 도착했습니다. 그의 군사임무 임기는 몇 년에 지나지 않았지만, 1899년까지 고종의 고위 군사자문관으로 한국에 남아 있었습니다.

 JUSMAG-K 65주년 기념 리셉션에서 저는 “윌리엄 맥킨타이어 다이 준장 기념상”을 받았습니다. 이 상은 한국에서 안보협력에 크게 기여한 미국 및 한국의 고위 정부관료들에게 수여됩니다. 저와 함께 상을 받은 한국측 인사는 장명진 방위산업청장님입니다.

 JUSMAG-K의 역사는 한미동맹을 잘 보여주는 이야기입니다. 1940년대부터 1970년대까지, 우리는 군사원조와 한국군을 훈련, 조직하기 위한 전술 자문관을 제공하는데 초점을 두었습니다. 한미동맹은 북한의 침략을 막으면서 전쟁의 폐허속에서 심각한 경제 도전과제에 직면해 있던 국가를 재건하는데 초점을 맞췄습니다. 오늘날 한국은 지역의 역동적인 국가이면서 글로벌 경제 선진국들의 모임인 G20의 일원입니다. 따라서 한미관계도 훨씬 폭넓고 전략적으로 더 중요하며, 경제 교역관계, 글로벌 외교구상, 강력한 사회 문화적 관계로 멀리 뻗어나갔습니다. 또한 예전보다 훨씬 다양한 의제들을 추구할 수 있게 되었습니다. 여기에는 사이버, 우주, 환경, 에너지, 보건 등 새로운 지평에 있는 현안들도 포함됩니다.

On September 11th, I had the honor of hosting the 65th Anniversary celebration of the Joint U.S. Military Affairs Group Korea (JUSMAG-K).  JUSMAG-K is part of the Embassy team and contributes greatly to our enduring security alliance with Korea.  While I am very aware of JUSMAG-K's role today, I was impressed to learn more about the organization's long history in our bilateral relationship.  JUSMAG-K has been around longer than any other U.S. military organization here, and is truly at the very heart of our long-lasting Alliance.

 Modern-day JUSMAG-K is the direct descendant of the U.S. military advisors who helped organize, advise, train, and equip the newly formed Republic of Korea Army in 1948.  At that time, the organization was known as the U.S. Military Advisory Group to the Republic of Korea, or, more simply, "KMAG."  After the armistice was signed in 1953, KMAG and the other advisory groups continued to have the robust and critical mission of rebuilding ROK military forces.  In 1971, KMAG and the Air and Naval Advisory Groups were consolidated into one joint organization – JUSMAG-K.  

 However, our military ties go even further back!  The first military advisor ever assigned to Korea was General William Dye in 1888.  A Civil War veteran and former Police Chief in Washington, D.C., he traveled to Seoul with three other active duty U.S. Army officers at the invitation of King Gojong of the Chosun Dynasty.  His military mission lasted just a few years, but he ultimately stayed in Korea as a senior advisor to King Gojong until 1899.

 At JUSMAG-K's 65th Anniversary reception, I was honored to receive the "Brigadier General William McEntyre Dye Memorial Award," which is presented to senior U.S. and ROK Government officials who have greatly supported the organization's security cooperation mission in Korea.  My ROK Government co-awardee was the Minister of Defense Acquisition, Mr. Chang Myoung Jin, who heads Korea's Defense Acquisition Program Administration (DAPA).  
I was honored to receive the Brigadier General William McEntyre Dye Memorial Award with Minister Chang.

The story of JUSMAG-K is illustrative of the story of our Alliance with Korea.  From the 1940s to the 1970s, our work focused on providing military assistance and tactical advisors to train and organize Korean forces.  Our U.S.-ROK Alliance was focused on defending against another North Korean invasion while rebuilding a war-torn country facing serious economic challenges.  Today, the Republic of Korea is a vibrant regional power and member of the G-20 club of global economic leaders.  Accordingly, our modern relationship is far broader and more strategically significant, and branches deep into economic and trade ties, global diplomatic initiatives and strong social and cultural relationships.  We can now pursue an agenda that is more diverse than we have dealt with before.  This includes "New Horizon" issues such as cyber, space, environment, energy and health.

다시 한국에 돌아오니 정말 좋습니다. 물론 미국에 있으면서 가족과 친구들을 만나는 시간도 정말 즐거웠습니다. 특히 세준이가 처음으로 친할아버지, 할머니를 만날 수 있었거든요. 모두에게 정말 특별한 시간이었습니다.

 버몬트에서는 세준이를 데리고 챔플레인 호수에 물놀이를 갔었습니다. 저와 로빈은 카약과 수상스키 등 여러가지 레저 스포츠도 했습니다. 버몬트는 맛있는 음식과 다양한 수제 맥주가 유명한 곳이어서 이 두가지도 마음껏 즐겼습니다.  

 사실 저와 로빈을 서로 소개시켜 주신 분은 버몬트 주의 패트릭 레히 상원의원입니다. 마침 의원님께서도 패트릭 & 마셀 레히 에코 레이크 아쿠아리움 센터 ECHO Lake Aquarium and Science Center 를 방문 중이셨습니다. 이곳은 남녀노소 누구나 생물학, 생태학, 환경에 대해 배울 수 있는 곳입니다. 레히 의원님은 1974년에 34세의 나이로 선출되어, 현재 미국 상원에서 가장 서열이 높은 최고참 의원입니다. 우리는 의원님과 사모님, 딸과 사위 (사위는 지금 백악관에서 사진사로 일하고 있어요!), 그리고 손자 손녀들과도 인사를 나누었습니다. 레히 의원님과 함께 버몬트와 워싱턴 이야기도 하고 그 분이 제일 좋아하는 밴드 “더 그레이트풀 데드(The Grateful Dead)”에 대해서도 얘기를 하며 좋은 시간을 보냈습니다.

 로빈과 저는 우리가 결혼식을 올렸던 교회도 가보았답니다! 미국에서 보낸 시간들은 여러가지로 참 재밌었습니다.

 그런데 한국에 돌아와서 참 좋기도 합니다. 미국에도 할 게 많지만 한국에는 정말 재미있는 즐길거리가 많고, 훌륭한 음식도 빼놓을 수가 없지요.

 한국에 돌아오자마자 남북 관계와 앞으로 예정된 오바마 대통령과 박근혜 대통령의 정상회담 관련 사안으로 윤병세 장관님을 만나는 등 바쁜 시간을 보냈습니다. 또 새정치민주연합의 문재인 대표도 만났습니다. 

 미국은 8월 25일 타결된 남북 합의를 환영합니다. 우리는 남북 관계를 증진하고 한반도 평화와 안정을 추구하기 위한 박근혜 대통령의 끊임없는 노력을 지지합니다. 저도 한국 관계자들과 긴밀히 조율하면서 한미동맹을 더욱 굳건히 하기 위해 노력할 것입니다.  

 휴가에서 돌아온 후 저는 빠르게 일상에 복귀하면서 한미동맹의 밤 디너 행사에도 참석했습니다. 을지 프리덤 가디언 훈련이 끝난 후 편안하게 즐기는 동료들의 모습을 보니 기분이 좋았습니다. 미국과 태평양 전역, 그리고 한국이 함께 훈련에 참여했고 이는 행동하는 동맹을 잘 보여주었습니다. 특히 최근에 있었던 일을 생각해 보면 우리 군이 ‘오늘 밤에라도 싸울 수 있는’ 상시 전투 태세를 갖추고 있다는 것이 참 든든합니다.

 스캐퍼로티 사령관과 샴포우 사령관을 비롯한 여러 친구들을 만났고 그동안의 노력을 함께 축하해주었습니다. 역시 지난번과 마찬가지로 하연순 이사장님께서 이번 행사를 주최해주셨습니다. 멋진 밤을 만들어주시고 한국군과 미국군을 위해 지속적으로 노력하시는 이사장님께 감사의 말씀을 드립니다.  

 이제 좀 다른 얘기로 넘어가서요, 얼마 전에는 한국 이미지 커뮤니케이션 연구원에서 주최한 제 6회 문화소통포럼에 참석해서 즐거운 시간을 보냈습니다. 한국 이미지 커뮤니케이션 연구원은 한국의 글로벌 이미지를 증진하기 위한 목적으로 설립된 비영리 기관인데요, 저는 이번 포럼에서 축사를 요청받았습니다. 이 포럼은 다양한 문화적 배경을 가진 분들을 한자리에 모아 한국의 흥미롭고 역사적인 면모와 활발하고 현대적인 문화를 잘 결합시켜서 이를 다국적 청중들에게 효과적으로 보여주었습니다.

 이 행사에서 프라세티오 인도네시아 대사님께서 우리가 사는 지금 세상은 사람과 사람이 진심으로 얘기하고 서로 연결되기가 더 어려워지고 있다는 얘기를 하셨습니다. 또, 한국 이미지 커뮤니케이션 연구원이 다양한 문화 영역을 넘나들며 우정과 형제애, 관용을 증진시키고자 노력하고 있다고 하셨습니다. 저는 이것이 어려운 일들이 많은 요즘 세상에 진정한 가치를 추구하고 다양한 인종이 함께 살 수 있도록 도와준다고 생각합니다. 중국, 캐나다, 터키, 일본, 영국, 프랑스, 독일, 러시아, 미국 그리고 인도네시아까지 다양한 국가들이 이번 포럼에 참석해서 준비한 문화 퍼포먼스도 보여주었습니다. 한국 이미지 커뮤니케이션 연구원은 이 중요하고 특별한 임무를 아주 훌륭히 해내고 있었습니다.  

 이제 날씨가 많이 선선해졌는데요, 한국의 아름다운 가을에 대한 기대가 큽니다. 세준이와 함께 단풍 구경 갈 생각에 마음이 설렙니다.
It’s nice to be back in the Republic of Korea.  I did, however, greatly enjoy my time back in the U.S. visiting family and friends, especially as Sejun got the chance to meet his paternal grandparents for the first time.  It was a special occasion for all involved.

We spent some time in Vermont where we took Sejun swimming in Lake Champlain.  Robyn and I also enjoyed kayaking, waterskiing, and other summer activities.  Vermont is known for its food and local microbrews and I enjoyed both while I was there.

Senator Patrick Leahy of Vermont, who is the person who introduced Robyn and I to each other, was also visiting the Patrick and Marcelle Leahy ECHO Lake Aquarium and Science Center.  It’s a fantastic place for people of all ages to learn about biology, ecology and the environment.  The Senator is the senior most Senator in the United States Senate, having been elected to Congress in 1974 at the age of 34.  We had a chance to visit with him, his wife, his daughter, son-in-law (who works as a photographer in the White House!) and some of his grandchildren.  It’s was great to catch up with him and spend some time talking about Vermont, Washington, and Senator Leahy’s favorite band – the Grateful Dead.

Robyn and I even took the opportunity to visit the church where we were married!  All in all, we had a wonderful time back in the U.S.

With that said, it is terrific to be back in Korea.  There are so many things to do in the U.S., but equally there are many fun activities here and – of course – excellent food.

Immediately upon my return, I was busy meeting with Foreign Minister Yun about North-South tensions and the upcoming summit between President Obama and President Park.  I also met with the Opposition Leader, Representative Moon Jae-in, regarding recent events.

 The United States welcomes the agreement that was reached between the two Koreas.  We support President Park’s tireless efforts to improve inter-Korean relations and promote peace and stability on the Korean Peninsula.  Naturally, I will continue to coordinate closely with my Korean counterparts and work on strengthening even further the ROK-U.S. Alliance.

I was anxious to get back into the swing of things following my break, and I hit the ground running with the U.S. -ROK Alliance Solidarity party.  It was great to see everyone relaxing following the Ulchi Freedom Guardian joint military exercise.  Participants from the U.S., the Pacific theatre, the ROK all came together for the exercise, and it was a great illustration of the Alliance in action.  Particularly in light of recent events, it was impressive to see that our forces are ‘Ready to Fight Tonight.’

I saw friends, including Generals Scaparrotti and Champoux, and congratulated them on their efforts.  Scholar Ha Yeon-Soon hosted the party, as he has done in the past, and we have him to thank for the enjoyable evening and his continued support of both U.S. and ROK troops.

On a totally different note, I had a great time attending the 6th Culture Communication Forum (CCF) organized by the Corea Image Communication Institute (CICI).  CICI is a non-profit organization that was founded to enhance Korea’s global image, and I was asked to give some remarks during the Forum.   This is an impressive group that brings people together from different cultures and combines the interesting, historic aspects of Korean culture with its vibrant, modern culture, to showcase them effectively for a multi-ethnic audience.

At the event, Indonesian Ambassador Prasetio said it well when he commented that we are living in a world where it is getting difficult to speak from the heart and connect people.  He went on to say that CICI focuses on promoting friendship, brotherhood, and tolerance across different cultural boundaries.  I believe this is helping to foster real values in a world with difficult problems and helping diverse ethnicities to come together.  Delegates attended from China, Canada, Turkey, Japan, the U.K., France, Germany, Russia, the United States and, of course, Indonesia, with cultural performances by many of these countries.  CICI has an important and distinguished mission and they execute it supremely well.

With the weather cooling down now, I am looking forward to the beautiful fall season in Korea and to enjoying some hiking with Sejun to see the leaves changing.
