오바마 대통령과 박근혜 대통령 사이의 따뜻한 관계는 미국과 한국의 긴밀한 관계를 반영합니다. 10월 13일부터 16일까지 나흘간의 미국 방문은 양국의 강력한 관계를 보여주는 또 하나의 사례였습니다. 정상회담 참석차 저 역시 워싱턴에 다녀왔습니다. 오바마 대통령과의 정상회담, 바이든 부통령과의 오찬, 나사 고다드우주센터 방문, 국방부 공식 의장 행사, 카터 국방부 장관과의 회담, 양국을 안전하게 지켜주는 헌신적인 군인들과의 만남은 양국간의 강력한 관계와 역사적인 동맹을 나타내는 것이었습니다.  

한미정상회담에는 세 가지의 주요 목표가 있었습니다. 첫째, 양국 지도자들 개인간의 긴밀한 관계 구축. 둘째, 북핵 문제에 대한 심도깊은 대화. 셋째, 경제와 뉴프론티어 분야를 포함한 전 세계적인 사안들에 대한 양국의 지속적인 협력이었습니다. 이 세 가지 목표 모두 매우 성공적으로 달성되었습니다. 

개인적 관계 측면에서, 양국 지도자들은 에너지 넘치는 대화를 했고 더 친해졌습니다. 서로 주고 받는 가벼운 대화는 쾌활하고 감동적인 동시에 의미 깊었으며, 서로를 향한 진정한 따뜻함과 존경을 드러나는 것이었습니다.  오바마 대통령과 박근혜 대통령은 공통의 비전을 갖고 있었으며 근간이 되는 사안들에 대한 논의를 하며 상당한 대화를 나누었습니다. 

북한에 관해서 오바마 대통령과 박 대통령은 비전, 목표, 전략을 같이 하고 있었습니다. 이는 북한에 관한 공동성명을 통해 정상회담 때 재확인 되었습니다. 다시 말해, 미국과 한국은 평화적인 방법으로 북한의 완전하고, 검증가능하며 되돌릴 수 없는 비핵화에 대한 우리의 의지를 재확인한 것입니다. 상호방위와 억지에 대한 우리의 의지는 양국을 포괄하는 공동안보우산을 의미합니다. 공동성명을 통해 한국 방위에 대한 미국의 의지가 흔들림이 없다는 것이 여전히 명백했습니다. 또한  2014 유엔 조사위원회 보고서가 보여주듯, 북한 인권상황을 규탄함에 있어 우리는 국제사회와 계속 함께하고 있습니다.  자국민의 인권을 존중하며 자유시장경제와 민주적으로 선출된 정부하에 이뤄지는 통일을 우리는 강력히 지지합니다. 

한미 경제관계 측면을 보자면, 우리는 한미FTA를 완전히 이행시키고 공정하고 투명한 기업환경을 만들기 위해 계속 함께 일하고 있습니다. 양국 지도자들은 한국의 환태평양경제동반자협정(TPP) 참여에 대한 협의를 심화시키고 있습니다.  미국은 이 협정에 대한 한국의 관심을 환영한다고 재확인했습니다. 우리는 양국의 경제관계를 계속 강화시키는 훌륭한 파트너입니다.  한국은 미국의 제6대 교역국이며, 미국은 한국의 제2대 교역국입니다. 2014년에 양국 교역은 1140억 달러에 이르렀습니다. 

세계보건, 기후변화, 사이버, 우주 등 뉴프론티어 분야 경우, 우리는 21세기에 더욱 중요해진 부문에서 계속해서 진전을 이루고 있습니다. 미국과 한국은 긍정적인 잠재력이 있으면서 전략적으로 중요한 분야에 전문성을 갖고 있기 때문입니다. 우리는 생물학적 위협으로부터 세계를 안전하게 만든다는 목표를 갖고 있는 글로벌보건안보구상(GHSA)을 달성하기 위해 노력하고 있습니다. 서아프리카의 에볼라, 한국의 메르스 퇴치를 위해 양국은 재정 그리고 인력 측면에서 많은 기여를 했습니다. 양국이 갖고 있는 또 하나의 공통된 목표는 세계경제에 가장 큰 위협중 하나인 기후변화에 맞서기 위해 야심찬 행동을 취하는 것입니다. 사이버 사안에 관해서는, 정보의 자유로운 흐름이 있는 개방되고 안전한 사이버공간을 만든다는 데 우리는 의지를 갖고 있습니다. 한미사이버정책협의회와 국방사이버정책실무협의회를 포함한 기존의 협력 메카니즘을 강화하기 위해 노력하고 있습니다. 방미 기간중의 박 대통령 나사 고다드 우주센터 방문과 협상이 시작된 공동 협정이 보여주듯이 우리는 민간우주협력 부문에서도 파트너십을 진전시키고 있습니다.


제 개인적으로 오바마 대통령과 이야기를 나눌 시간이 있었습니다. 물론 다시 대통령을 만나니 무척 기뻤습니다. 부통령 관저에서 있었던 바이던 부통령과 박 대통령의 오찬에도 참석했습니다. 오찬장으로 향하는 길에 부통령과 함께 차를 타고 동북아시아와 관련된 사안들에 대한 논의를 했습니다. 


또한 저는 국방부도 방문했는데, 옛 시절을 떠올랐습니다. 오랜 친구이기도 한 애쉬턴 카터 국방부 장관님과 만나서 좋은 협의를 했습니다. 박 대통령을 위한 국방부 공식 의장행사는 매우 인상적이었습니다. 제가 국방부에서 일하던 기간 중에는 공식의장행사를 한 번도 보지 못했습니다. 그만큼 드문 일이기 때문입니다. 예포 21발과 더불어 미국 독립혁명시기의 군복을 입은 미 육군 고적대가 연주했습니다. 이처럼 드문 행사에 담긴 존경의 표현은 박 대통령의 방미의 중요성을 강조하는 것입니다. 


정상회담 후에 저는 제 친한 친구 데니스 맥도너 백악관 비서실장과 함께 백악관 앞쪽을 산책하면서 로즈가든에서 사진을 찍었습니다. 우리는 그동안 못다한 개인적인 이야기를 나누면서도 동북아 사안들과 한미관계에 대해 논의했습니다. 

결론적으로, 박 대통령의 방미는 한미관계에 있어 중요하고 흥미로운 시점에 이루어졌습니다. 두 나라가 이처럼 가까웠던 적은 없습니다. 한반도에서 그리고 전 세계적으로 중요한 사안들에 대해 새로운 수준의 결과들을 도출해내고 있습니다. 제가 이 과정에 한 부분일 수 있어서 기쁩니다. 같이 갑시다!

The warm relationship between President Obama and President Park reflects the close ties between the United States and the Republic of Korea, and President Park’s four-day visit to the United States from October 13-16 was yet another demonstration of our two countries’ strong bond.  I was fortunate to travel to Washington, D.C., to participate in the summit.  President Park’s meeting with President Obama, lunch with Vice President Biden, visit to NASA’s Goddard Space Flight Center, and full military honors afforded at the Pentagon followed by a meeting with Secretary of Defense Carter and with some of the dedicated troops that keep our two countries safe all signify the depth of our strong ties and historic alliance. 

There were three main goals of the U.S.-ROK summit:  first, to build on the close personal relationship between our two leaders; second, to hold in-depth discussions on the North Korean nuclear issue; and third, to continue our work on global issues including the economy and the New Frontiers of Cooperation.  All three of these goals were achieved with great success. 

On the interpersonal relationship, there were energetic exchanges between the two leaders, who have grown closer.  Terrific back-and-forth banter that was light and touching – but also deep and meaningful – showed the genuine warmth and respect that exists between them.  Presidents Obama and Park have a shared vision and held substantive talks, punctuating the summit with foundational issues. 

On North Korea, Presidents Obama and Park share the same vision, goals, and strategy, all of which were reaffirmed at the summit via the Joint Statement on North Korea.  Namely, the United States and Republic of Korea reaffirmed our commitment to the common goal of complete, verifiable, and irreversible denuclearization of North Korea in a peaceful manner.  Our commitment to mutual defense and deterrence means that we have a joint security umbrella covering our two nations.  Through the Joint Statement, it remains clear that U.S. commitment to the defense of ROK is unwavering. In addition, we continue to stand with the international community in condemning North Korea’s human rights situation as documented in the 2014 United Nations Commission of Inquiry Report.  We strongly support reunification under a democratically elected government and free market economy that also respects the human rights of its people. 

In terms of the U.S.-ROK economic relationship, we are working to fully implement the bilateral KORUS Free Trade Agreement and to continue progress on a fair, transparent business environment.  Our two leaders continue to deepen consultations regarding Korea’s possible involvement in the Trans-Pacific Partnership, and the United States reaffirmed that it welcomes the ROK’s interest in the agreement.  We are great partners who will continue to enhance our economic ties.  The ROK is now the United States’ sixth largest trading partner, and the United States is the ROK’s second largest trading partner – in 2014, total trade between our nations amounted to $114 billion.  

On the New Frontiers of Cooperation— global health, climate change, cyber, and space — we continue to make new strides in areas of increased saliency in the 21st century, as both the United States and Korea have expertise in areas of strategic importance that have upside potential for our countries.  We are advancing the Global Health Security Agenda that seeks to promote progress toward a world safe from biological threats.  Both countries have made strong financial and personnel contributions to combat the Ebola epidemic in West Africa and MERS in the ROK.  Another shared goal is to take ambitious action to address climate change, one of the greatest threats to the global economy.  On cyber issues, we remain committed to ensuring cyberspace remains open and secure, with a free flow of information.  We are making efforts to strengthen existing mechanisms of cooperation, including the U.S.-ROK Cyber Policy Consultations and the Cyber Cooperation Working Group between our militaries.   For space, we continue to advance our partnership in civil space cooperation, demonstrated by President Park’s visit to NASA’s Goddard center during her trip and by the joint framework agreement on space that we started to negotiate. 


For me personally, I found some time to spend catching up with President Obama.  It was great to see him again, of course.  I also joined President Park’s lunch with Vice President Biden at his residence at the Naval Observatory.  It was great to ride with the Vice President to the lunch and discuss issues related to Northeast Asia. 


I also visited the Pentagon, which was like old times.  I saw Secretary of Defense Ash Carter, an old friend, and we had good discussions.  It was also impressive to see the full honors parade that the Pentagon held for President Park.  In all the years I worked there, I never got the chance to see one, as they happen very rarely.  There was a 21-gun salute and the U.S. Army’s Old Guard fife and bugle corps played, which still dresses as it did in the time of the American Revolution.  The show of respect contained in this rare ceremony underscores the importance of the visit by President Park. 


After the summit, I walked around the south lawn of the White House with my good friend, Denis McDonough, White House Chief of Staff, and got to take a picture with him in the Rose Garden.  We were able to catch up on things personally and recap North East Asian issues and the U.S.-ROK relationship. 

In sum, President Park’s visit came at an important and exciting time in the U.S.-ROK relationship.  Our two countries have never been closer.  We are reaching new levels of achievement on important issues both on the Peninsula and globally.  I’m glad to be a part of all of it!  Kachi kapshida!

격년제로 열리는 서울 국제 항공우주 및 방위산업 전시회 (ADEX)는 서울 에어쇼라고도 알려져 있는데요, 동북아 최고의 방위산업 전시회 중 하나입니다. 저도 해군 장교로 근무한 적이 있고 국방부에 근무할 당시에도 군 관계자들과 함께 일한 경험때문에 이런 행사에 특히 관심이 많아서 지난 달 말, 기쁜 마음으로 ADEX를 보러 갔습니다. 미국은 항공과 방위 산업 분야에서 최첨단 기술을 갖고 있는 선도적 국가로, 저는 이번 ADEX에 참가한 다양한 기업들을 직접 만나고 방위 산업의 여러 새로운 발전 동향을 볼 수 있다는 생각에 큰 기대를 안고 전시장이 있는 성남 서울 공항에 갔습니다.

이번에 ADEX 전시장을 찾은 관람객들은 항공, 지상 시스템, 무기 체계 및 지상 방어 시스템 등의 분야에서 최신 장비를 볼 수 있었습니다. 28개 국에서 360개 기업이 참가했고 미국에서 참가한 기업만 해도 40개가 넘습니다. 2015 ADEX 미국 참가 기업 목록은 여기에서 확인하실 수 있습니다.



이 중 많은 기업들이 무인항공기 (UAV), 공중 미사일 방어 시스템, 시뮬레이터, 훈련 장비, 엔진, 무기 및 군용기와 관련한 여러 흥미로운 프로젝트를 진행중입니다.  

저 역시 전시장에서 만난 여러 혁신 기술에 깊이 매료되었습니다. 제가 처음 장교가 되었을 때와 비교해 보면 지금 우리에게 가능한 기술은 그야말로 놀라울 정도입니다. 각 기업에서 나온 담당자들이 현재 항공 분야에서 사용되는 최고 성능의 기술을 시연했습니다. F-22는 우리 공군 무관의 표현에 따르면 “세계 최고의 제공권이 가능한 항공기”라는데, 정말 인상적이었고 저 역시 그의 평가에 절로 동의하고 싶어졌습니다. 

야외 전시장에 나가니 T-50 훈련기가 전시되어 있었습니다. 한국은 이 훈련기를 개발하고 인도네시아, 페루, 이라크에 판매도 했는데요, 여기에는 미국 기술도 상당히 많이 포함되어 있습니다. 우리는 이같은 한국의 노력을 좋게 평가하고 지지합니다. 2014년에 한국은 우리의 또다른 동맹국인 필리핀에 FA-50 전투기를 판매했는데 이는 T-50 훈련기의 전투기 버전입니다.  


한미동맹은 이 모든 혁신을 활용하여 언제나 “상시 전투 태세”를 갖출 수 있도록 하고 있습니다. 이번 ADEX 전시장에서 미국과 한국 정부 관계자 및 민간 부문 사람들까지 만날 수 있어서 좋았습니다. 발전하는 한미동맹을 보여주는 멋진 사례라고 생각합니다.  

ADEX 행사 참석을 마치고 얼마 후에는 한국 해군과의 연합 훈련에 참가하기 위해 한국 작전 구역에 온 로널드 레이건 항공모함을 방문했습니다. 미국 해군력의 상징과도 같은 이 항공모함이 한반도 근해에서 실제와 같은 비행 작전을 펼치는 모습은 정말 환상적이었습니다. 또, 몇 개월간 가족으로부터 떨어져서 지역의 평화와 번영을 위해 해상 근무를 해온 우리 장병들의 모습은 대단히 인상적이었습니다.  


갑판위에 올라서자 우리가 있는 곳으로부터 불과 몇 피트 떨어져 있지 않은 곳에서 제트기들이 이륙을 했습니다. 저를 초대해주신 존 알렉산더 제독과 존 엔필드 함장, 크리스토퍼 볼트 함장께서 이번 경험을 기념할 만한 멋진 기념품도 주셨습니다. 또한 새로 한미연합사 부사령관이 되신 김현집 부사령관과 제5 항모타격단 사령관 “Sarge” 알렉산더 제독과도 만날 수 있어 반가웠습니다.   


김현집 부사령관 외에 많은 분들이 오셨습니다. 해군작전사령관 이기식 중장, 합참차장 엄현성 중장, 해군사관학교장 김판규 중장께서도 참석하셨습니다. 우리가 한반도에서 하는 모든 일의 성공에는 동맹을 위한 이들의 노력과 지원이 있기 때문입니다.  

항공모함 로널드 레이건호에 관한 재밌는 사실 한가지는 다양한 인도주의적 임무를 많이 수행한다는 것입니다. 2008년 태풍 펑선이 강타한 필리핀의 재난 구호와 2011년 동일본 대지진 때에도 지원을 제공했습니다. 미국과 한국은 국제 사회를 위한 여러 활동 차원에서 이렇게 함께 협력하고 있습니다. 또한 장병들이 이번에 부산에 있는 동안 진해의 아동 보육 시설인 희망의 집을 방문했다는 얘기를 듣고 참 반가웠습니다.

The biennial Aerospace and Defense Exhibition (ADEX), also called the Seoul Air Show, is one of the leading defense exhibitions in Northeast Asia.  Having served as a Navy officer and having worked at the Pentagon with officials from all branches of our Armed Forces, I have a strong interest in this type of event and was thrilled to attend late last month. The U.S. is a leader in cutting-edge technology in aircraft and defense-related products, so I was excited to go out to Seoul Air Base to see all of the companies exhibiting at ADEX and the many new developments in the industry.

People come to the ADEX to see the latest in aircraft, land-based systems, weapons systems and ground defense systems.  360 companies and 28 countries participated, and I’m glad to say that over 40 exhibitors were U.S. companies.  Click here to view a list of U.S. companies at 2015 ADEX.


Many of these companies are working on exciting projects including unmanned aerial vehicles (UAVs), air and missile defense systems, simulators and training equipment, engines, weaponry, and full military aircraft.

I was also impressed by the innovative technology on display. It is amazing what we are now able to do in relation to when I first joined the military. Company reps demonstrated the highest-performing technology being used in aviation. The F-22, described by our Air Attaché as being "the world's preeminent air superiority aircraft," was very impressive, and I’m inclined to agree with his assessment. 

There were also T-50 trainer aircraft lined up on the field. The ROK developed and sold some of these planes, which include a great deal of U.S. technology, to Indonesia, Peru, and Iraq, something we support and think is a good thing.  In 2014, the Republic of Korea also sold to our mutual ally, the Philippines, the "FA-50 fighter aircraft" – a fighter variant of the T-50 trainer.


All of this innovation is being used by the Alliance, ensuring we are ready to “fight tonight.” It was great to meet people from the U.S. and ROK governments and the private sector at ADEX. This is yet another terrific example of the Alliance at work. 

Following the amazing Air Show, I visited the USS Ronald Reagan, which was in the Korea Area of Operations participating in a bi-lateral exercise with the Korean Navy. It was fantastic to see this great symbol of American naval power conducting real-world flight operations near the ROK Peninsula. It was also remarkable to see the servicemen and women, who spend months on end at sea and far from their homes and families, working to promote peace and prosperity in the region.



While on deck, jets were taking off a mere few feet away from us. My hosts, Rear Admiral John Alexander, Captain John Enfield, and Captain Christopher Bolt, were kind enough to give me some great souvenirs to commemorate  this experience. On board the ship, I also had the pleasure of seeing  General Kim Hyun-Jip, the new Deputy Commander of Combined Forces Command (CFC), and Rear Admiral "Sarge" Alexander, Commander of Carrier Strike Group Five. 



In addition to General Kim, our valued ROK counterparts also visited the ship. Vice Admiral Lee, Commander of the ROK Fleet, Vice Admiral Um, Vice Chairman ‎of ROK Joint Chiefs of Staff (JCS), and Vice Admiral Kim, Superintendent of the ROK Naval Academy all joined us.  We could not be successful in all that we do here on the Peninsula without their efforts and support for the Alliance. 

An interesting fact about the USS Ronald Reagan is that it has performed some tremendous humanitarian work. It responded to the Philippines natural disaster after Typhoon Fengshen in 2008 and provided assistance to Japan after the triple disaster in 2011. The U.S. and the ROK are working together in cases like this as part of our global outreach efforts. I was pleased to learn that the crew visited the Jinhae Hope and Children Home during its stay in Busan on this visit.
