호머 헐버트
서울의
도심 풍경에는 상당히 많은 역사가 녹아 있습니다. 가끔 그릭스비를 데리고 산책을 나가면 세종문화회관을 지나 주시경 마당을 통과하곤 합니다. 주시경 선생은 한국 역사에서 아주 중요한 인물이죠. 그는 ‘한글’이라는
이름을 짓고, 한글 학회를 설립했으며, 현대 한국어학의 기초를 다졌습니다. 그런데 그의 이름을 딴 이 주시경 마당에는 한국어학 발전에 기여한 또다른 중요 인물의 동상이 세워져 있습니다. 바로 호머 헐버트 박사입니다. 저는 얼마전 이곳에서 헐버트박사 기념사업회의 김동진 회장님과 만나 헐버트 박사와 한국 역사에서 그의 역할에 대해 보다 많은 것을 알게 되었습니다.

헐버트 박사는 제 아내 로빈의 고향인 버몬트에서 태어났습니다. 그는 다트머스 대학교를 졸업하고 1886년 육영공원의 교사로 조선에 왔습니다. 한국에 있는 동안 한국평론(The Korea Review)을 창간하고 다수의 교과서를 저술해 사람들 사이에 널리 읽히도록 했고, 또한 조선의 독립을 지지했습니다. 헐버트 박사는 고종 황제의 신임을 얻어 일본의 식민 지배를 저지하기 위한 황제의 특사로 미국을 방문하기도 했습니다. 그렇지만 역시 그의 가장 뛰어난 역할은 한글과 현대 한국어 발전에 기여한 것입니다.

박사는 일생동안 한국과 한국어에 대해 배우고자 노력했습니다. 이 나라에 대해 많은 글과 책을 영어로 남겼고, 일생을 바쳐 한국어를 이해하고자 노력했습니다. 연구를 통해 한글의 역사, 정서법과 음운론에까지 이르게 되었으며 최초의 한글 교과서 사민필지를 쓰기도 했습니다.

선생은 원래 헐버트 박사의 제자로 선생의 한글에 대한 초기 학문적 이해는 바로 헐버트 박사로부터 배운 것이었습니다. 두 사람은 이후 ‘독립신문’의 발간에도 힘을 합쳤습니다. 헐버트 박사의 노력은 주시경 선생의 노력과 함께 현대 한국어 연구의 중요한 학문적 근간이 되었습니다.

1907년 헐버트 박사는 일본 조선통감부에 의해 추방되어 미국으로 강제 귀국하게 되었습니다. 헐버트 박사는 미국에서도 당시 한반도에서 벌어지는 일들을 미국민들에게 알리기 위해 계속 노력했습니다. 그는 마침내 1949년 이승만 대통령의 초대로 한국에 돌아왔습니다. 한국에 온지 일주일 후, 헐버트 박사는 86세의 나이로 숨을 거두었고 양화진 묘원에 묻혔습니다.

Homer Hulbert
There is a great deal of history interspersed
throughout Seoul’s urban landscape.
Sometimes, when I’m out taking Grigsby for a walk, I walk past the
Sejong Center for the Performing Arts and pass through Ju Si-Gyeong Garden. Ju Si-Gyeong is an extremely important figure
in Korean history. He is well-known for
coining the term “Hangeul,” establishing the Korean Language Society, and being
one of the founders of modern Korean linguistics. However, the eponymous garden also contains a
statue memorializing another figure who contributed to the advancement of Korean
linguistics – Homer Hulbert. I recently
had the opportunity to meet with Mr. Kim Dong-Jin, Chairman of The Hulbert
Memorial Society, in Ju Si-Gyeong Garden to learn more about Homer Hulbert and
his role in Korean history.

Homer Hulbert was born in Vermont, my wife
Robyn’s home state. He graduated from
Dartmouth College before coming to Korea in 1886 to teach English at the Royal
English School. During his time in
Korea, he founded the magazine The Korea
Review, wrote multiple textbooks that saw wide circulation, and supported
the Korean independence movement. He
gained the trust of Emperor Gojong and traveled to the United States as the Emperor’s
emissary to protest Japan’s colonial advances.
However, his most prominent role was in advancing Hangeul and the modern
Korean language.
Hulbert devoted a great deal of his life to
learn about Korea and its language. He
wrote many English-language articles and books about the country, and dedicated
his life to understanding its language.
His research took him deep into the history of Hangeul and the
orthography and phonology of the Korean language, and wrote the first Korean
Hangeul textbook, “Samin Pilji.” Ju Si-Gyeong was, in fact, his student,
receiving his initial scholarly understanding of the Korean language from
Hulbert. The two also collaborated on
the publication of “Dok-rip Shinmun” (meaning “Independent Newspaper”). Hulbert’s work, along with the work of Ju
Si-Gyeong, would eventually become the academic foundation for modern research
of the Korean language.

In 1907, Hulbert was forced to return to
the United States after being expelled from Korea by the Japanese
resident-general. Hulbert continued to
inform the American people about what was happening in Korea during this
time. He finally returned to Korea in
1949 at the invitation of President Syngman Rhee. One week later, while he was here in Korea, Homer
Hulbert passed away at the age of 86 and was buried at Yanghwajin Cemetery.

life, his work, and the role he played in fostering the relationship between
our two nations. I want to thank Kim
Dong-Jin and the other members of The Hulbert Memorial Society for their great
passion and hard work in keeping this important part of history alive.

주한미군 소속 제837 수송대대와의 만남을 위해 제8 부두로 떠났습니다. 또한 도널드 아골드 원사의 안내로 미 해군 함정 레드 클라우드호(號)를 둘러보았습니다.

As most of you know, I always enjoy the opportunity to visit
Busan. During my most recent trip, I
visited Busan City Hall to attend the Busan Future Economics Forum, where I was
invited to speak by the Head of the Economic Trend Research Center, Park
Jae-woon. In my remarks, I explained how
the economic goals of the United States and Korea are very closely aligned and expressed
my optimism about the future of our economic partnership. Our path forward consists of full implementation
of the U.S.-Korea Free Trade Agreement (KORUS), building further on KORUS by
ensuring a dynamic and innovative business environment, and increasing our two
countries’ collaboration on economic policy.

Following the conclusion of the forum, I headed to Pier 8 for
a tour and to meet the 837th
Transportation Battalion of the U.S. Army, which is part of U.S. Forces Korea
(USFK). We eventually made our way to
the United States Naval Ship (USNS) Red Cloud where the tour continued with Master
Donald L. Agold. It was really great to
see all of the various military units that are tenants at Pier 8 and become
more acquainted with the work that they do.

After a hearty lunch on the USNS Red Cloud with Master Agold
and other U.S. Navy officers from Pier 8, I departed for the Geumjong Mountain
Fortress to go for a hike with students from the Aircraft Cabin Service
Management Department at the Dongeui Institute of Technology. Unfortunately, the weather wasn’t cooperating
for our hike and the area was experiencing some rainfall. Rather than getting cold and wet, we opted to
visit Beomeosa Temple before hiking down to a café for refreshments. It was really great to get to know these
future flight attendants and hear about their career interests and aspirations.

Once again, I had a wonderful time visiting Busan. It is a city with much to offer, and I am
looking forward to my next visit.
얼마전 저의 좋은 친구인 맥스 보커스 주중미국대사와 캐롤라인 케네디 주일미국대사를 한국으로 초청해서 만났습니다. 한국, 일본, 중국은 세계 무대에서 매우 중요한 역할을 하고 있기에, 이같은 방문은 다함께 한국 문화를 즐기면서 우리 모두에게 영향을 미치는 사안들을 논의할 수 있는 완벽한 기회였습니다.
케네디 대사가 도착한 후 우리는 다함께 서울에서 열린 국제 시 교류 대회에 참석했습니다. 이 행사는 케네디 대사가 만든 것으로 2014년 풍산그룹의 류진 회장이 후원을 하고 미일간의 문학 교류 행사로 이어져 왔는데, 이후 한국의 시인과 학생들을 참여시키는 것으로 확대되었습니다. 이같은 다문화적 문학 교류 행사는 세나라가 서로 아이디어를 나누고 이해를 돕는 훌륭한 기회가 되었습니다. 참가한 젊은 시인들이 보여준 실력과 재능에 저는 깊은 인상을 받았습니다.
다음날 저는 케네디 대사, 보커스 대사와 함께 문화 및 상무 교류 활동을 비롯한 다양한 스케줄을 소화했습니다. 먼저 우리는 용산 기지를 방문해 유엔군 사령관이자 한미연합사 사령관, 그리고 주한미군 사령관인 빈센트 브룩스 사령관을 만나 북한 상황 및 지역에 영향을 주는 다른 중요한 사안들에 대해 이야기를 나눴습니다. 매우 생산적인 시간이었으며 브룩스 사령관으로부터 흥미로운 얘기들을 많이 들을 수 있었습니다.
동료 대사들이 한국 문화에 대해 더 많이 배울 수 있도록 저는 이들과 함께 한식 재단의 한식문화관 쿠킹 클래스에서 한식을 직접 배워보는 시간을 가졌습니다. 푸짐한 식사 후에는 한식 박물관을 둘러보며 한국 문화에서 한식의 중요한 역할과 중국, 일본, 미국 수출품으로서의 한식에 대한 이해를 높일 수 있었습니다. 보커스 대사의 부인 멜 헤인스 여사도 이번에 함께 방한해서 우리의 한식 탐구 여정도 함께 했습니다.
이후 우리는 하비브 하우스에 돌아와 저명한 한국 여성 지도자들과 함께 여성권한신장을 논하는 포럼에 참석했습니다. 정부, 산업, 학계 및 시민사회를 대표하는 여성 지도자들과 만나서 직장내 평등, 성별간 고정관념 깨기 및 우리의 일상에 영향을 미치는 다양한 주제로 얘기를 나누었습니다.
포럼을 마친 후에는 외교부청사를 방문해 윤병세 외교부장관과 만났습니다. 우리는 지역내 안보 문제와 동아시아 평화와 안정을 이룰 수 있는 여러가지 방안들을 함께 논의했습니다.
한국에 왔는데 고기집을 안가면 당연히 섭섭하겠죠? 하루를 마무리하는 저녁식사를 하기 위해 우리는 이태원의 한 고기집을 찾았습니다. 저녁 식사는 조태용 국가안보실 1차장과 함께했는데요, 식사를 함께하면서 역내 상황에 대해 귀중한 의견을 들려주었습니다.
다음날에는 일찍부터 서둘러서, 발달장애아동을 위한 특수학교이자 한국 최고의 스페셜 올림픽 농구팀을 보유한 다니엘 학교를 방문했습니다. 훌륭한 교직원들이 학생들의 잠재력 실현을 위해 최선을 다하고 있는 좋은 시설의 학교였습니다. 교실을 둘러보고나서는 학교 농구팀 선수들과 만났는데요, 이 자리에는 미국 출신 귀화 농구 선수 문태종 선수도 함께 참여해서 슛 연습을 했습니다. 학생들과 함께 시간을 보내고 다양한 분야에서 이들의 능력을 직접 볼 수 있었던 멋진 시간이었습니다.
다니엘 학교의 학생및 선생님들과 작별 인사를 뒤로하고 우리는 SM 엔터테인먼트로 향했습니다. K팝이 전 세계적으로 인기를 끌고있고 경제적, 문화적으로도 매우 중요한 수출 상품이 되었습니다. 보커스 대사, 케네디 대사와 함께 우리는 SM 엔터테인먼트 CEO와 점심식사를 했습니다. 이 자리에는 그룹 레드벨벳의 멤버인 웬디와 조이도 함께 했습니다. 식사 후에는 SM 타운도 둘러보았습니다. 6층 건물에 전세계 K팝 팬들이 와서 즐길 수 있는 엄청난 양의 기념품들이 갖춰져 있었습니다. 기념품 샵에 들러서 케네디 대사는 가족에게 줄 선물도 샀답니다. 동료 대사들과 함께 한국 문화의 중요한 면모를 함께 즐길 수 있는 멋진 시간이었습니다.
마지막으로 유일호 경제부총리와의 면담이 있었습니다. 우리는 나라간 협력과 무역을 강화하기 위한 여러가지 노력에 대해 얘기를 나눴습니다. 매우 생산적이고 긍정적인 논의가 오갔던 시간이었습니다.

I recently had the privilege of hosting my good friends, the U.S. Ambassador to China Max Baucus and the U.S. Ambassador to Japan Caroline Kennedy, here in Seoul. South Korea, Japan, and China play incredibly important roles on the global stage, and a visit like this was the perfect opportunity to discuss issues that affect all of us while also sharing Korean culture with the visiting ambassadors.
After Ambassador Kennedy arrived, we both attended an International Poetry Exchange Program event in Seoul. This program was created by Ambassador Kennedy and supported by Poongsan Chairman Jin Ryu in 2014 to serve as a bilateral forum for literary exchange between the U.S. and Japan, but it has since expanded to incorporate students and poets from Korea as well. I thought that the event’s multi-cultural literary environment provided a terrific platform to build understanding and share ideas across the three countries. I was very impressed by the skill and talent demonstrated by the young poets who participated.
The next day, I joined Ambassadors Kennedy and Baucus for a full schedule of meetings as well as cultural and commercial engagement activities. First we went to the Yongsan Garrison to speak with General Vincent Brooks – Commander of United Nations Command, Combined Forces Command, and United States Forces Korea – about the situation in North Korea and other important issues affecting the entire region. The meeting was productive, and General Brooks shared many interesting insights with us.
In order to help my fellow ambassadors learn more about the cultural offerings of Korea, I next took them to the Korean Food Experience Hall where we learned the art of making Korean food in a cooking class. After eating a hearty meal, we had a tour of the Korean Food Experience Hall museum to gain a deeper understanding of the important role Korean cuisine plays in Korean culture and its role as an export product to China, Japan, and the United States. Mrs. Mel Hanes, Ambassador Baucus’ wife who accompanied the Ambassador to Korea, also joined the food adventure.
Later, we returned to Habib House to participate in a women’s empowerment forum with a group of well-known Korean women leaders. Meeting with women leaders representing government, industry, academia, and civil society, we had an enlightening discussion about workplace equality, breaking gender stereotypes, and a range of issues that impact our daily lives.
Once the forum concluded, we traveled to the Ministry of Foreign Affairs to meet with Foreign Minister Yun Byung-se. There, we discussed regional security issues and various ways that we could all work together to ensure peace and stability in East Asia.
What trip to Korea would be complete without a delicious meal of Korean BBQ? We ended the day by taking Ambassadors Baucus and Kennedy to eat Korean BBQ in Itaewon as part of a working dinner with First Deputy Director Cho Taeyong who provided us valuable insights on the regional situation.
The next day we started out bright and early by heading down to the Daniel School, a school for children with special needs and home to Korea’s top-ranked Special Olympics basketball team. It is a great facility with excellent teachers and faculty doing their best to help the students reach their full potential. After taking a tour of the classrooms, we met with the basketball team and were joined by American-Korean professional basketball player Jarod Stevenson Moon to shoot some hoops. It was really great to spend some time with the students and see their skills in a wide variety of areas.
After saying goodbye to the students and staff at the Daniel School, we departed for the SM Entertainment headquarters. K-pop is incredibly popular throughout the world, and a critical export both commercially and culturally. Ambassador Baucus, Ambassador Kennedy and I met with the CEO of SM Entertainment for lunch. We were also joined by Wendy and Joy, two members of the popular K-pop group Red Velvet. Afterwards we took a tour of SM Town. The six story building houses tons of memorabilia for K-pop fans from around the world to visit and view. We even stopped by the gift shop and Ambassador Kennedy purchased a few things to take back to her family. It was a great way to share another important aspect of Korean culture with the visiting ambassadors.
Finally, we took time to visit Deputy Prime Minister Yoo Il-ho. During our meeting we discussed ways in which we could work together to strengthen cooperation and trade between our countries. It was a great meeting with a lot of productive and positive discussion.
Overall, the several days I spent together with Ambassadors Baucus and Kennedy were filled with great moments, interesting discussions, and wonderful new cultural experiences. I hope that they both enjoyed the visit as much as I did, and I look forward to continue working with them on important issues across the East Asia region.

We were also joined by Wendy and Joy, two members of the popular K-pop group Red Velvet. Afterwards we took a tour of SM Town. The six story building houses tons of memorabilia for K-pop fans from around the world to visit and view. We even stopped by the gift shop and Ambassador Kennedy purchased a few things to take back to her family. It was a great way to share another important aspect of Korean culture with the visiting ambassadors.
Finally, we took time to visit Deputy Prime Minister Yoo Il-ho. During our meeting we discussed ways in which we could work together to strengthen cooperation and trade between our countries. It was a great meeting with a lot of productive and positive discussion.
Overall, the several days I spent together with Ambassadors Baucus and Kennedy were filled with great moments, interesting discussions, and wonderful new cultural experiences. I hope that they both enjoyed the visit as much as I did, and I look forward to continue working with them on important issues across the East Asia region.
